CORC Insurance Backed Guarantee

My roof has just been replaced. Before work started, I asked about their guarantee. They asked if I wanted an insurance backed one and I said yes. They said it would be a CORC one.
I've made the first payment for the new roof and the 2nd one is due next week. I asked about the IBG today and was told I'd get it once payment was made, understandably.
Here's the bit I don't understand. He said they would contact CORC (after I make the 2nd payment) to tell them to contact me. CORC would then 'ask for invoices and may ask to come and inspect the work which could take 6  - 8 weeks'.
I thought it was just a matter of the roofer buying the certificate from CORC once he'd received payment.
Does it really take 6 - 8 weeks?
