Id make it more concise. Doesnt need to be that detailed tbh2

Add a short intro that explains this and that you appealed at all times as hirer/lessee.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm going to remove point 5 all together (landowner authority), and heavily reduce the body of point 2 (driver not known). If you think I should reduce further, could you kindly let me know what sections are best to reduce or remove?
This is correct! I shall add that in an intro as you suggest.
