ANPR camera no council approval

Hi 
I received a PCN dated 11th sept and appealed as i have blue badge it was rejected however I have since learned the ANPR cameras, signs and pay machines were not granted retrospective planning permission on 24th sept, where do I stand, I have stared POPLA appeal with all relevant information.

    As far as getting it cancelled, the lack of permission will get you no where.

    “There was loud applause from the public gallery as Halton planning chiefs threw out a controversial application for car park charging equipment in Widnes. Despite the charges being introduced earlier this year, some of the equipment was installed without planning permission. An application was since submitted for signs, with retrospective permission for ANPR camera poles and ticket kiosks...

    Planning officers reminded councillors that their decision could only be based on the scale and design of infrastructure and signage, not the charges themselves – as they were a decision for the private landowner. Councillors were also informed about a previous case elsewhere where such a decision had been made, but an appeal had resulted in the decision being overturned and the council in question incurring costs.

    The parking charges prompted a massive backlash, with the council and Halton MP Derek Twigg blasting the move and almost 1,200 people signing a petition.

    At the meeting, Widnes market trader Neil Mcloughlin, speaking on behalf of the traders’ committee, said footfall at the market had reduced ‘by over 50 per cent’.

    He said: “Since these were introduced in May, footfall has gone right down, takings are down.

    If you look at the car park at its height at 1pm there’s 50 cars there, if you go to the bottom of town and Asda and Marks & Spencer – it’s nearly full.”

    Appleton ward councillor Eddie Jones read out a statement from the market traders saying they feared for their livelihoods if something was not done.

    It read: “Widnes Market has always been a great attraction for local and out of town shoppers, a great asset with free parking.

    But if this is not sorted, and we cannot see any way of attracting shoppers back it will unfortunately be the end of a great market and potentially close over 100 small businesses.”
