Pcn ror smart parking overstay

I recently received a pcn notice for overstaying my ticket by 20 mins. The car park is public - as in not attached to a pub or supermarket as I know lots of these are so I cannot complain to the business.
I didn't realise that the timings were recorded on camera and taken from entry and exit of the carpark. I was sat in the car for a good 10 mins on the phone before I purchased my ticket. To my knowledge I was keeping time from the ticket purchase.
I've seen the threads on similar subjects and the template that has been successful with other people. My problem is I've already appealed and been rejected. I then sent a second appeal using the template/letter and have again been rejected due to my first appeal being unsuccessful.
Does anybody have an advice on how I could proceed. £60 increasing to £100 after 2 weeks is just unbelievable and at the moment with cost of living I just can't justify it.

Do Smart now know who was driving?1

Yes because I basically explained how I had stayed in the car before buying the ticket etc. So annoyed that I didn't check this forum first.0

Do you mean your appeal to popla was rejected? Shame as so easy to win
Ignore any debt recovery letters2 -
No I haven't appealed with popla just with smart parking themselves.
I'm aware.ofnthe option to appeal with popla - unsure of the process?

The third post of the NEWBIES thread offers good guidance on how create and file a winning PoPLA appeal.2

Use the text below is quotes, you don't need anything else to beat Smart Parking
Please let us know when the ticket is cancelled in due course, or let us know if they respond at all to the POPLA appeal.
"The parking operator does not have a contract in their own name to issue PCNs at this site"

You were aware of POPLA, because Smart's rejection letter tells you and gives you a POPLA Code.
Do as advised by Grizebeck. You have no choice but to use that specific POPLA Appeal tactic (and I trust him on this). Smart should give up.
You would have had a far easier to understand, slam-dunk winning point of 'no keeper liability' had you come here first and not appealed as driver.
Sadly, that's in the bin because your appeal shot most of your toes off, by talking about who was driving and what happened That threw away your winning position as keeper which would have killed it off at first appeal stage, as I think you now know...
Luckily, you have one 'toe' left to stand on, and Grizebeck has told you how.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thankyou for your advice.
Could I please ask that you explain how to use this quote a little clearer. Sorry to be frustratingly clueless - I am honestly a little confused as to how to us the quote above with popla. Maybe it will it become clear once I start the appeal form?
Thankyou.0 -

I have submitted the popla appeal and in the other section I have inserted the quote above. I will be truly amazed if this one sentence has the desired effect. I will update when I hear anything. Thankyou.
