Warm home discount

I have been receiving the warm home discount for over 9 years now, due to different financial situations. I am currently on UC with the unfit for work element, due to cancer surgery.  
The warm home discount scheme usually opens around September time (I'm with Shell energy) however this year there is nowhere to apply for the £140 discount.  I was informed on the telephone last week that the scheme will not be opening for applications this year, it will however be paid to anyone who qualifies automatically.  With the rising prices of both electric and gas, 2 teens and a 3 year old in the house, im now worried about how we will cope.  
I was wondering if Martin, or any of you lovely community could shed any light on how this is going to work, are are this government gonna oull the rug out from under those that rely on this additional help through the winter.

Please be aware that many of those who have received it being in the broader group will no longer qualify. The government has changed the eligibility to high energy use based on your accommodation 

• your property has a high energy cost score based on its characteristics

No applications if you're in England or Wales.  Your supplier should also have a page up explaining the change.
