Water damage from upstairs flat

I have a flat which I let out and my tenants had a lot of water coming from upstairs flat, which caused some damage to ceiling etc. I have No insurance, what should I do? Upstairs neighbour say I must claim on my insurance, but as I said I have none. So do I just pay for the damage, or go further with upstairs neighbours? Help. Please

    Put in a claim on your upstairs neighbours insurance.
    if this is a leasehold flat, then you must surely have buildings insurance, it's a condition of the lease?
    Very foolish indeed to have a tenanted flat without any insurance in place, you could face a total loss if they burn the place to the ground.
