VAT being charged on whole amount of bill, ignoring £66 discount. Is that correct?

Yes.
The £66 is not a discount. It is money towards paying your bill.2 -
You'd need to see the fine print of the legislation but would expect it to be off the gross rather than the net otherwise the government would have made a big deal that its saving households £4202
