Fines - is there a statute of limitations? Cut off date?

Ive just received a £170.00 begging letter from DCBL on behalf of Met Parking, for a failure to validate a ticket at Mcdonalds at Gatwick on 20th August 2018 - over 4 years ago
Im already embroiled with DCBL over another ticket which im taking to county court. This is victimisation, obviously.
Is there a cut off time limit after which action cannot be taken? I had entered the car park and there were no spaces to park so i left, but because i didnt go inside and validate my ticket, they feel i owe them something

No it isnt victimistion. Thats just factually incorrect
6 years england, 5 years scotland
And no they are not fines3 -
I know its not a fine, i said begging letterMy question was about time frameI owe mcdonalds nothing, they failed to supply a parking space, but to prove that and get the ticket validated, i would have had to leave it in a driving area to go inside the building. That would have also been wrong0

If the o/p lapped the car park and exited (one assumes ANPR) the entry/exit time should be c. 5 mins.
How about you post details of what the alleged infringement is... And Google is your friend. Use it.2
