Some go straight through, others are pulled for review. You'll never know if its just random, your borderline or something else.
Have made use of many introductory offers from AmEx over the years, most the time the application goes straight through but at least one has been selected for review.0 -

No, you can't pay off a credit card with another one (unless it's a balance transfer offer)Can you spend the money in general elsewhere and maybe BT it off or buy the item from a different seller?0

You cannot use one credit card to pay another, the closest to that is a balance transfer and that doesnt count as a purchase. Even if you found an exception to this then almost certainly it would be counted as a cashlike transaction which again doesnt count as a purchase but also comes with fees and instant interest.
Not promoting the idea but if you have no choice of merchants and they dont accept the card then there are other ways you'll find people have claimed worked on here to get cash out of a credit card without fees but then you wont get any S75 protection or chargeback options for the purchase if it goes wrong.0 -

Creation allow settlement of their credit cards by credit card, although you're somewhat on your own with whether or not that spend will be treated as a 'cash advance' on the next card. It's a somewhat moot point though, even they don't accept Amex.0
