I'm guessing that it possibly once had a roof.  Not only is the guttering not able to collect anything from the container roof at present but it also looks like the main cut-off switch for its electrical connection is right below the gutter.   :#  Is the electricity still powered up?

Is it possible that someone in the allotment group purchased the container in its current state, with its previous roof removed prior to relocating to the allotment site?

While containers are great for storage (although they are very prone to condensation in cold weather, unless ventilation has been retro-fitted to it since its shipping use), if you are wanting it to be used permanently, then I think you are looking at building a more permanent roof structure onto it.  Of course, by the time you have roofed it, re-clad it and sorted out the ventilation, you may be better off having sold it and built a purpose-built shed!

This site might give you some ideas to copy on how you might need to proceed:  https://www.shippingcontainersuk.com/brands/sloping-roofs-on-containers.php
