Dealing with knotholes in new fence

I had a long tall fence fitted earlier this year. There are a fair few knotholes and one or two have dropped out or have turned into bits and blown out. Is wood putty filler the best option to fill them? Any other suggestions?

Glue some pieces of wood cut to fit.0

The cheaper ones do this.
But the 7ft one I inherited has holes. I used plastic stars from birthday balloons to glue over. I was going to cut hearts and flowers from wood.
Fir cones or acorns would be in keeping.
Lots of classier things like coloured glass and such. Think creativelyI can rise and shine - just not at the same time!

I find the expanding foam used to attach plasterboard is a useful all purpose glue and filler. I use the screwfix stuff with a gun. You could fill the holes and then trim flush later. It starts pink, but weathers to a light brown in a few weeks.1
