Driving while exchanging EU Licence for a uk one

My niece currently lives in the EU and is planning to return to the uk in the near future. She has a EU licence and wants to exchange it on return for a UK one. Google as always gives a mix of info and the DVLA chat doesnt work on a sunday so i was wondering if anyone has any experience of being able to drive without a physical licence while the exchange is being processed as she doesnt want to be stuck for weeks not being able to drive

She can drive in the UK on her EU licence until she's 70, so there's no need to change.
If she really wants to, I'd suggest waiting until the postal strikes are resolved.0 -
Thank you. Shes aware of being able to keep driving on a EU licence but from the few quotes she's looked at she said the companies ripped her off by putting the price up because she had a foreign licence rather than a uk one0

Not having a physical licence shouldn't be a problem, unless she wants to hire a car. In the very unlikely event that she needs to show it to the police, an explanation that her licence is with the DVLA should suffice - backed up by copies of DVLA acknowledgements and a photocopy of her EU licence.1
