Fluttering ticket - jumped the gun

Last Friday parked up obtained ticket for 3 hours placed on dashboard 12.32

Came back around 2.30 been issued with PCN at 1.30, no ticket on dashboard, indeed, blown on to car floor.

Got home, immediately appealed with copy of ticket naively thinking that would be sufficient. Got ticket, now have credit card statement showing payment. Wrong

11 o'clock Monday morning(I think they are closed weekends) after they "Carefully considered my appeal" it has been rejected, as below

No pay and display ticket was on visible display at the tome of observation. It is the motorists responsibility to ensure that the pay
and display ticket stays on display for the duration of their stay with the validiating information showing. This is requested via the
signage on site.

Lots of nice pictures of my car and a couple of signs.

Fortunately came across this site while seething and calming down. But of course having spent time over the last few days reading the NEWBIE thread I realise I jumped the gun.

So unfortunately have already done the first appeal, have got a POPLA code, but no NTK with rejection email, I think that's good.
Have this morning fired off an email to land owner 
Presuming that doesn't work i just need to clarify timing re POPLA appeal. Is it still wait until a few days before appeal expires

    Ignore them and the daft debt demand letters.  Keep them all though, AND your appeal emails AND the fluttering ticket carefully preserved for six years, just in case.

    And tell RCP in writing if you move house in that time. You can't risk leaving an old address in a PPC database, just in case they ever issue a claim, because that's how people get default CCJs behind their backs, years later.

    AFAIK, this PPC has ever sued anyone and you certainly can't win on appeal with a fluttering ticket case, so no point raising your head above the parapet or wasting time on a second appeal stage.

    Nothing to waste any time or stress on.

    The only way to get it cancelled is complaining to the landowner.  Try that.  No paying!  There is no risk, but if they break the habit of a lifetime and issue an actual court claim, this is defendable.
