Best tax wrapper for moving to Spain?

Hi all
I'm intending to move to Spain next year using the non lucrative visa. I have around 500k I want to invest in a tax wrapper so that my capital gains are not taxed before I make a withdrawal.
I have been reading about offshore investment bonds which are Spanish compliant. The only thing that concerns me is the fees, up to 2.5 or 3 percent when considering the account management and fund management fees, plus one must also be wary of agent commissions.
I have been with Vanguard for years and my total fees are less than 0.5%. Is there any way I can find a tax wrapper that works with Spain which also has low fees? Currently my money is in a general investment account.
