Help: No Energy Rebate Through Letting Agency?

Hi all,
It seems I'm not eligible for a the £400 energy discount although all households should be according to the government.
I am paying for my energy through the letting agency directly and they say that this is a grey are which the government has not thought of and they are still in consulations about it. Does this sound right?
Anything else I can do?

If you don't have your own electricity account with a supplier then no, you are not going to be getting the £400 from the original scheme.They are working out how to get equivalent support to people in your position, but the details are still not fully worked out...1

All domestic electricity accounts with licensed suppliers are eligible.
You are not one of those, so you are not eligible.
There have been noises about supporting those who fall through the gaps, but nothing concrete yet.0
