Rejected Appeal by POPLA

Received a Penalty Charge Notice (PCN) although had paid and entered VRN but machine didn't print a ticket. Thought VRN sufficient but received PCN. Appealed to POPLA with 20+ reviews of incorrect PCNs at the site including where ticket produced and machine malfunctioned but POPLA rejected appeal. Without admitting liability offered £60 to operator to 'put matter to bed' but they now want £100 because I went to appeal. Told them to take me to court. Any advice on future action etc appreciated.

Was it really a PENALTY charge notice or perhaps a PARKING charge notice? Makes a difference as first one is Council. Did you appeal the PCN with the PPC and receive a POPLA code or go straight to POPLA? Anyway, POPLA decisions are not binding on the motorist!2

Who issued the ticket?Was this a railway ticket- as it has been refereed to as a penalty charge notice the wording is important, and there is a huge difference between a Penalty charge notice (PCN) and a Parking Charge notice (PCN)Who's car park was the ticket issued in?Why did the vehicle get a parking ticket ?at this stage do not attempt to guess as to who was driving the car entered the car park, and the car did this that or the other, no I, He, She, mum, dad, brother, friend, sister or anything elseFrom the Plain Language Commission:

POPLA is just another BPA joke. Before the current POPLA, there was WHOPLA (Search on here)
The BPA were so stupid that they gave the job to a solicitor called Wright Hassall, hence the letters WH.
That was a complete farce as WHOPLA would reject appeals and in the next minute would sue the motorists ..... such a mega scam ?
And before WHOPLA, London Councils did the job but ....... the BPA owed them money ?
POPLA has developed as a friend of parking scammers and frankly, they spout so much junk nobody should take any notice of them

The News is that government will have a new independent appeals service which will kick POPLA into the long grass

Government were scammed into giving the BPA a licence to operate
Hence the reason government will be asked to replace them as they are not fit for purpose ..... your MP should be interested in this and ask questions in the right places
In a nutshell, the courts know about this farce and Judges get very upset when someone else makes a decision for them ??
So just wait to see what the PPC does and be prepared for junk mail from idiot debt collectors who send RAW SEWAGE through the post

It was a Parking Charge Notice from Initial Parking Ltd who rejected my appeal and gave me a POPLA reference.
Albeit disappointed that POPLA failed to take account of the earlier problems experienced by motorists, even where a ticket was produced and appeal still failed, because they are supposed to be part of the Government Ombudsman Service.0 -
POPLA is nothing to do with Government and will be replaced by the new Statutory Appeals Service (due to Government intervention) in a year or so.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
