What is this Character?

'21.44
is a character that is produced by a data program to a Libre Office spreadsheet, it also appears in Excel
How can I find out what it is?
And how can I strip it out of a libreoffice/excel spreadsheet column?
here is an enlarged screenshot.

It is not anything I can find on my keyboard. It is not a single quote on the ' @ key nor on the key above tab below esc.

What does Excel say it is?
Can you add an apostrophe in and then copy and paste and see if it looks different?
Google thinks it is an apostrophe when I copied and pasted it.
Does it matter? Is it causing issues with formulae or similar? Can you do a find and replace or whatever the equivalent is in the programme you are using.1 -

I suspect its supposed to be an apostrophe so that leading zeros aren't lost but the data program is inserting the wrong character (or libre office is misinterpreting it)1
