What is this Character?

'21.44

Above, which you can barely see, it appears before the 21.44

is a character that is produced by a data program to a Libre Office spreadsheet, it also appears in Excel 
How can I find out what it is?
And how can I strip it out of a libreoffice/excel spreadsheet column?

It is not anything I can find on my keyboard. It is not a single quote on the ' @ key nor on the key above tab below esc.

What does Excel say it is?

Can you add an apostrophe in and then copy and paste and see if it looks different?

Google thinks it is an apostrophe when I copied and pasted it. 

Does it matter? Is it causing issues with formulae or similar? Can you do a find and replace or whatever the equivalent is in the programme you are using.

You could add it to Google sheets and make it public and share the link.

I can't see the _  in mine

I suspect its supposed to be an apostrophe so that leading zeros aren't lost but the data program is inserting the wrong character (or libre office is misinterpreting it)
