PCN but not actually 'Parked'

Hi - I was waiting for my partner to be released from Hospital, there's no phone signal so I didn't know where she was and vice versa, so I had to wait close to the exit. It was late evening, raining and visibility was terrible. I waited in my vehicle for just over an hour and wasn't parked as far as I knew in a controlled area, in fact I had driven around that area for some time stopping occasionally. Now I have a PCN from a BPA member but the 2 photo's of the vehicle are barely visible, they show the lights on (so clearly the vehicle wasnt parked as such, just stopped) and the reg, but there's no indication of the actual location other than the general Hospital area. I have complained to PALS. The PCN was by post so I'll wait and appeal in a couple of weeks. Is there any rules that state the photo evidence needs to be clearer? Thanks

I would aak in the appeal for the full image logs from the ANPR system, showing every time the car was captured on ANPR on site that evening. Not just two carefully selected images that don't show where the car is. This is needed because the car was driving round to pick up a patient, not parked, and the images appear to be from two different car parks on site. The car would have been captured on camera several times in different areas and roadways without ever breaching a term on any signs. If they disagree, CPP must provide the ANPR log showing which car parks the car was passing through, and precisely when.

No loophole on that front then.
