Redundancy paperwork - data breach?

my partner revived notification on Thursday afternoon that his employer was going into liquidation, and he would be unemployed from the next day.
my partner revived notification on Thursday afternoon that his employer was going into liquidation, and he would be unemployed from the next day.
The following day he received paperwork in the post from a firm dealing with the liquidation. Part of the paperwork, lists every employees full name, their home address and how much everyone is owed by the company. I feel really uncomfortable that our address has been sent to his 71 former colleagues.
Would this be considered a data breach or is it standard practice in the liquidation process?
