The best way is to use a good weedkiller first, something like Roundup, then scrape it out with a blade. Brush sand into the joints afterwards.

You will need to completely remove the weeds and moss, not just the visible ones on the surface, or they'll simply grow right back in a matter of weeks.Once you've done that wait for the pavers to be bone dry then brush kiln dried sand into the gaps.0

Something like Patio magic will kill the moss and lichen but you'll still need to use a weeding knife or scraper to remove it.0

That's just a bit of moss. I'd be happy if that's all I had growing out of my driveway.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.2 -
Scraping between stones and paving or cobbles with a hand tool is not a fun activity. Did our cobbled yard. Never again.
A larger working commercial gardener size leaf blower is capable of blowing debris out from between paving/rocks/cobbles. As with jetwashers - too much power can start to do things you don't want as well as things you do.
Clearly it will make short work of sand drizzled into cracks as well as weed killed debris. So an overall plan is needed.

Please don't use weedkiller. That most provides useful habitat for insects, etc2

It's moss... Best thing is to pressure wash it out, the water is natural and won't harm you, others and wildlife. Once pressure washed wait till dry and fill gaps with kiln dry sand, with a soft bristled broom.2
