Keeper Liability Scotland...

I'm trying to get an answer on this and can't see it mentioned anywhere. Can anyone clarify whether Keeper Liability has been brought into force in Scotland as of yet? I understand the 2019 Transport (Scotland) Act proposed it, but a question to the Scottish Parliament from March this year suggested that it hasn't yet come…

Why did the driver ignore or not see the signs? It's not safe to do that in Scotland. Were the signs not clear?

AS far as i know there have been at least one Scottish case where the driver clearly took the pee and ended up getting severely stung
