Bulb Energy - are they exceeding the energy price cap?

Hello
Hoping someone that is cleverer than me can help on this. I am being told by my energy provider Bulb Energy that the 1st October price cap on gas and electricity means that they (Bulb Energy) cannot increase my electricity unit rate tariff by more than 34p per kWh. Is this correct?..I thought that the price cap means that they cannot charge more than 34p per kWh for electricity unit rate? They have told me that they are going to charge me 34.23p per kWh and for gas which I thought was capped at 10p per kWh they are charging 10.46p per kWh. Have I totally misunderstood the price cap? Thank you
