Utility Warehouse can not issue correct bill!

I moved and the supplier is UV.
The opening reading and move in date was incorrect. It's been a nightmare to get them to change it. (still ongoing after a a few months).
I have refused to pay the bill until it is corrected.
In their last e-mail they said they can not issue a bill for the correct readings only give a refund on the next bill. I've never had this before with any other supplier.
Is this normal or allowed? All I want to the bill to show the correct information, not just the figures juggled about.

It’s extremely common for a bill to be paid and then later corrected, with whatever refund/adjustment required made at that later time.0
