pay and disay PCN by Harringey

I was parked in a pay and display, all be it with a confusing signboard.
My session expired at 16:00, and at 16:06, I got a PCN.
I was wondering if I could appeal this based on some kind of grace period? From what I understand there's 10 minute grace period, but I don't know if it's for all councils.
I thought parking was free after 16:00, because I misunderstood the signage. And the Ringo app wouldn't let me pay for beyond 16:00.
The code on the PCN is 02
Here is a picture of the signage

I think the 10 minute grace period should have covered you but ask on pepipoo. They are the Local Authority PCN experts and they will know if the 10 minute grace applies. Common sense tells me it should because they can't expect everyone to leave on the strike of 4!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you. Going over there now to ask.
