Please help

My parents had a smart meter (Gas) installed in April 2019 and it has never worked, we have had engineers out, made calls, sent emails and also completed lots of meter readings stating that it reads 00000 in the hope someone would resolve the issue.  Their bills continue to rise however there is no way of know what they are using.  We have been told it is a battery problem and someone will eventually get round to replacing / or actually putting a battery in the box outside but still nothing.  Anyone know what their rights would be, tried refusing each increase every quarter to six months when they get contacted as how can they say "we are having problem connecting with your smart meter" yet we are going to increase it by x%.  Any advice gratefully received

    Do you also have a smart electricity meter? Does that work as intended?
    Does the meter actually read 00000? If so, keep submitting that reading.
    Or does the meter have a blank screen?

    Have they tried signing up to something like the Bright app to see if that is showing any usage?
