DCB Legal Claim Letter Help

Hello all,

I have provided below the image of the letter mentioned with (hopefully) the confidential info blacked out. 

I have 3 questions:
Firstly, does the part 2 of the Newbies Guide still work for this?

Secondly, they did not send this letter to my current address (which was updated both on my vehicle log and license in March 2021). Noting the context below,  do they have a chance of winning?

Thirdly, can I contact the landlord directly to cancel this altogether?

Context:
I have moved address in March 2021. The fines were from my parents address which  is a road with around 20 parking spaces to be shared amongst 50+ households in 3 blocks of flats.

Once I moved, I gave my permit back hence the 2 fines. Furthermore, my parents address is closest to the end. The end has disabled spots which are often taken by non-badge holders so I parked in the road, with plenty of space for cars. There are no lines on this road.

The sign is genuinely unreadable due to how high they've placed it on the lampost.

This letter was sent to my parent's address. I have updated my vehicle logbook March 2021.

They have given me many many PCNs for these types. I'm not sure if the letters for these went to my actual address or parent's.

    If the parking events were in June and September 2021 and you updated the vehicle's Registration Document(V5c) in March 2021, then it simply isn't possible that the DVLA gave a previous address to UKPC.

    Look again at the vehicle's Registration Document (V5c).
    Look for the Doc Ref number. There is a date following it.
    On my V5c it's at the bottom of the second page in a box headed "Official use only. Do not write in this space".
    The first line format is an eleven digit Document Reference Number followed by a dd mm yy date.
    That is the date that your V5c was last updated.

    The first few paragraphs of the second post of the NEWBIES thread give good guidance on how to react when receiving a Letter of Claim and yes of course you can contact the landlord.

    It is likely they used the previous address because I also received many tickets whilst living in my parent's home prior to March 21. I appealed for those also so they may just have my address on their system. 

    I haven't yet contacted any local MPs as the previous fines were cancelled when I appealed to POPLA so I didn't contact an MP. I may do that in this instance as obviously things are more concerning. 

    I will definitely contact the landlords as they know me and my family well. They know the health issues both my parents have so will be aware of the reason for me having to park close to their property. 

    I will also do step 2 as per the Newbies Guide.

    You MUST get that old address erased from the parking firm and DCBLegal's databases.

    For obvious reasons at pre-court stage, you cannot risk either a PPC or their agent holding two possible addresses for you.

    Search the forum for rectification erase address

    I thought I'd draw your attention to this fairly recent thread which you might have missed. You must keep going through all the necessary court procedure phases, but the hope is that your case will follow the same pattern as all those detailed in the thread. 

    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
