Car insurance for twins on same vehicle

Hi 
I have 18yr old twins sharing one car.  One has passed her test today & the others is soon.
How can I insure them??
Twin 1 (who's passed) will need a black box insurance @ £1800  But this means twin 2 cannot be insured on this vehicle.
If twin 1 insures with no black box it's £5000 & then another £5000 for twin 2 when she passes!!
From what I've been advised a newly passed driver cannot be a named driver on the others policy 
Also been advised it might be easier to buy another car!
Please help as I'm sure I'm not the only parent struggling with this.

    Not a recommendation but you could do black box insurance and then buy a secondary top up insurance for the learner. 

    I'm not a fan of these top up policies, they tend to be relatively expensive and have to be cancelled the moment you pass your test but they arent £2,500 expensive.

    Assuming you arent getting a second car then adding the twin once they pass the test shouldnt double the premium, only one at a time can drive it!
