Need some help PCN after 100+ days

Lease company car
I reminder to pay of a PCN was sent to my fleet manager. Neither the FM it lease company had prior notification.
FM sent to me. I told parking company where has this come from & it is 100 days so they need to withdraw.  
The FM then gave my name and address to parking company. They posted to my address a PCN with a different date of issue and the clock was reset so I had the reduced figure to pay
I wrote to them saying their systems were a mess and withdraw this PCN & because it was so far out of 14 days it would be harassment
I also said the date on the notice I know for a fact that they didn't have my name and address so they could not have issued it them. It was a false statement.
I'm yet to hear back
I'm I doing the right thing or should I just pay?

    No, you should not pay, and neither should the fleet manager/vehicle owner/keeper.

    What is the name of the PPC please?

    If you received a NTH, you should have appealed it as hirer/lessee. The 14 days to which you refer is not correct where a hire/lease car is concerned. The PPC however will have failed to comply with paragraphs 13 and 14 of the PoFA 2012 and therefore will be incapable of holding the hirer/lessee liable.

    Plan A is always a complaint to the landowner and your MP.

    Please read the sticky Announcement for NEWBIES. If you are still within the NTH appeal deadline, then do so using one of the edna basher template letters contained there. There are three, one of which is for fleet manager, so it is a shame they didn't appeal first.
    The one you want will be one of the other two.

    I have used their email address to inform them it is outside of the permitted number of days
    There was no box to tick on that
    Nor have I said who was driving
    It's all very confusing

    There is no 14 day rule in your case. 

    Read EdnaBasher's template appeal which explains what is relevant in a NTH case.

    Or just search the forum for NTH POPLA
