Prepping previously painted 'raw' wall for painting

Sand it down to feather the edges, wash it down with sugar soap, coat with zinsser 123, sand it again to get it super flat.
Stripping that would take longer than it's worth.
I mean in an ideal world you'd just blue grit it, skim it and have a nice fresh wall to paint. Quickest and best way but obviously if you pay for plastering it's cost prohibitive.0 -

Level off with a Speedskim, wait 20 mins, and then hit it with the finishing trowel.
Any language construct that forces such insanity in this case should be abandoned without regrets. –
