Problem paying VAT owed to Ireland

I am helping a friend with the following problem - has anyone any ideas: My friend lives outside the EU but owes the (Southern) Ireland tax office a small amount of VAT. Its overdue and there could be fines. However, due to problems with a reference number, my friend cannot login, cannot complete the forms needed and therefore cannot pay the VAT. The Ireland office won't discuss on the phone, as under data protection, the correct reference number is needed. My friend has requested a new reference number but the ones sent still do not work. Is there any way to make a complaint or is there a higher tax office in Ireland that might sort this out? Thanks
