Goods get marked by the manufacturer when they are on a special offer from them, rather than a retailer offer.3

Clearly you have not been a cafe at an attraction, or a service station recently. Even £1.85 would be on the low side.0 -

If you agree to pay £1.10 for something that should be sold for 85p, that's your problem, nobody else's.
(PS - it may not just be off-licences who are ripping you off... )
