Once upon a time I went out dressed as a mummy, wrapped in toilet roll. Perhaps it's that I'm more precious about toilet roll since the pandemic, but this idea strikes me as rather wasteful now!1

I've seen some Instagram videos recently where people wear trousers on their top half and tops on their legs to make it look like they are walking around upside down, I think a lot of kids would find this quite entertaining and it wouldn't cost anything.
