i'm trying to add a new account to use to replace my old email, both are hotmail accounts when I try to add the new email as an alias it keeps showing the above error.

Please help

What are you trying to add it in? A web site, some email program, something else? A bit more information is needed for anyone to help, I think.

Then you're doing something wrong:

https://support.microsoft.com/en-us/office/add-or-remove-an-email-alias-in-outlook-com-459b1989-356d-40fa-a689-8f285b13f1f2 - "Existing Hotmail, Live, Outlook.com, and MSN addresses can't be added as aliases, and you can't add an alias that is already associated with another Microsoft account."

So what you need to do is create the alias from your existing account.   But you can't now have the one you've set up as a new account.  You'd have to create another one.
