POPLA misunderstood grounds for appeal.

So a bit of a weird one. On street parking with a mix of council and private car park bays.
Pulled into one of the private car park bays as it said Permit bay (There are various different forms of permits available across town). Small signs across car park with information overload of Terms and Conditions.
Whilst reading the signs and checking for ePermits online on their website I realised I cannot use the car park bay, so drove away and reparked elsewhere.

Received a £100 fine appealed to POPLA, POPLA took their side as I had passengers get out of the car so it looked like I was dropping them off and they also fixated on the fact that I state that the signage is small and difficult to read but didn’t get out of the car. (Yet my point was that the information was ambiguous meaning I had to check for permit online and reading the terms took time)
But basically I lost appeal because I had passengers get out whilst I was trying to sort all of this out.
What can I do after POPLA rejected appeal?

Just ignore it entirely.
POPLA means nothing, is not considered fully independent and is to be replaced by Government intervention and a new regulatory framework.
Which PPC?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
