Is this only available on a phone or tablet? Cant i use a laptop?
I have tried to download the app on my phone but it wont let me use it as i don't use a PIN on my phone?
Is all this correct as i want to open an account.

Yes everything you stated is correct. App only, need a pin set on device.

Not sure why you don't unless it's a device thats at home always even then questionable.

i don't want to login to my own phone each time i use it, i have switched on the PIN on my phone for registration but will switch it off when not using the app.

The app will stop working as soon as pin is removed.
So you loose your phone and someone emptied your account, would that be better than a pin ?.
