private parking notice

Hi, on the 26th July this year I was under significant amount of stress to the point of thinking of suicide, to try and get my head together I drove to a retail park to have people round me as I was frightened for my self. I went into a coffee shop and sat there for a good while. during this time I had text my Doctor to speak to him. I moved my car to a different parking spot to wait for him to call. After I had spoken to my Doctor I moved my car from the car park I did not realize there was a time of three hours to park. On the 3rd August I received a Contractual Parking Charge Notice telling me I was parked to long. On the pictures of my car you can not see the registration number properly. I was waiting for Notice to Keeper before I appealed, I did not understand the first letter was this. on the 6th September I received a Final Notice. They are stating I can complain to ICP. I HAVE READ ON THIS SITE THEY ARE A WAIST OF TIME. Please can anyone help.

Complain - or politely explain your story - to whoever runs the retail park (not the PPC) and it will be cancelled.
Which PPC?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
