I've made a temporary deflector for above the radiator set at 45 degree to direct heated air into the room instead of simply rising (I considered a simple shelf would cause a vortex under it)
I also arranged a fan at the side/lower of the radiator to blow heated air on its way into the room
Strangely for me... It works!
Radiator also has a reflector between it and the wall.
I have discounted a tea light ceramic room heater though

The fan blowing air from the radiator just makes the boiler work harder to keep the temperature in the radiator.

Insulate the walls ?Go round each & every room and plug the draughts. Between skirting and floorboards (if you have a suspended timber floor) is often the worst source.Any language construct that forces such insanity in this case should be abandoned without regrets. –
