Have you read the NEWBIE sticky, one of the announcements on the first page of the forum? This gives all the initial advice you need including complaining to Iceland - called Plan A1

How lovely, a non-POFA PCN sent 4 weeks after the event! No keeper liability then.Kiren15 said:I recieved this yesterday

The NEWBIES thread explains why obviously you WON'T be saying "I paid".
Nor will you call it a "fine" and nor will you appeal saying who was driving.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I visited Iceland today, iceland manager said they have no connection with the carpark as it's own by excel parking service, however on the board its saying partnership with iceland. Carpark has a camera, should I be contacting them and ask for footage or should I just ignore the letter altogether.Le_Kirk said:Have you read the NEWBIE sticky, one of the announcements on the first page of the forum? It appears that you haven't yet read the advice in the NEWBIES that you were asked to do.
Do not ignore this. Excel won't own the car park. If the store manager won't help, then complain to the CEO. Include proof of purchase and/or proof you are a regular shopper.
Do not reveal the driver's identity.
You need to understand that the keeper cannot be held liable, only the driver, which is why it is imperative that the driver's identity is not revealed. Complaints and appeals must only be done in the keeper's name as an occupant of the car.
You should also complain to your MP.

Excel don't own the car park, so somebody must have invited them onto the land and issued a contract, they didn't just see a spare piece of land and decide to put up their signs. If it wasn't Iceland, because they don't own the land, it will be a managing agent, what does it say on the sign exactly? You could try the local council website and see who pays the non-domestic rates; sometimes councils have a spreadsheet showing exactly this. As @Fruitcake states above complain to the CEO; it's almost as if they don't want your custom and that's easily sorted, just tell them that from this day forward neither you nor your friends and family can afford to shop at Iceland if every trip comes with a £100 surchargeKiren15 said:

Excel sometimes lease land and operate a car park on it. At this stage it's difficult to know whether or not they do on this piece of 'real estate'. You only get to know well after a county court claim is raised and you get to the Witness Statement stage - a long way away.Excel will provide a statement of leasehold signed by their own Alun Cockcroft if it is land they lease. Months away, if it ever gets that far. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
