Potential buyer can't bid on my ebay listing

Hi I have just had a message from someone who wants to bid on one of my listings and she is not able to...ebay won't let her.
She is not on my block list and she is not bidding from outside of the uk and she is not a new member.
Has anyone any idea what might be causing the problem?

Ah just figured it out....she has a number of disputes against her as a non paying bidder

I was going to say don't get excited another buyer will be along shortly. Or put the item on Gumtree tell her it's there, it's 10% more and she needs to pay cash on collection.1
