Transport for Wales disabled concessionary travel card

I was wondering if any of you could assist.

my daughter was provided a travel card for her disability’s by local council.  Transport for Wales have taken over the issuance.  They have asked for new paperwork which I have uploaded from PIP as she gets higher rate daily living and standard rate mobility award until 2029.  TfW have said that this does not qualify, but no appeals process, although I have requested it.

does anyone have experience of appeal and any suggestions on where to go next as I think without this transport card my daughters health and mental well-being will suffer.

    For her standard mobility where exactly did she score those points? To automatically qualify for TFW travel card you need to have either scored 12 points for following and planning a journey, at least 8 points in moving around or 8 points or more for communicating verbally. See link. https://tfw.wales/info-for/over-60s/travel-card-eligibility

    8 or more points under Descriptor 7 “Communicating Verbally”; or 

    12 points under Descriptor 11 “Planning and Following a Journey”; or 

    8 or more points under Descriptor 12 “Moving Around”.

    You can of course apply without a PIP award

    There are also various conditions that will also qualify her, if they apply and all those are mentioned in the link above. If any of those conditions apply can't you go down that route? Can't advise about the appeal process, if there is one.



  • Thanks she scored 10 out of a possible 12 for one descriptor so just feel the screening is a little extreme.

    it was difficult to understand on how or what now qualifies and how the local authority would assess it.

    Which means on her PIP she doesn't automatically qualify. What about the long list of various conditions mentioned in the link? Have you had a look?
    I live in England and my daughter scored 12 points for following and planning a journey but this doesn't automatically qualify her for the disabled bus pass either. She would qualify for her learning disability but never goes anywhere alone so it's pointless.
  • I think she would qualify on the cognitive section as she has autism and complex learning difficulties, just not sure on what we do now

    You can always apply again and send evidence of her ASD and learning difficulties.
  • Yes good suggestion - it wasn’t an application it was checking proof of status. But first application was via local authority.
