Warm Home Discount (WHD) 2022/2023 seems to have changed its criteria. (England and Wales)

For Scotland, as in previous years there will be mandatory minimum criteria for the broader group, then suppliers are free to add additional criteria to expand eligibility. Edit: this is because property data is not available for them to implement the Core Group 2 like England and Wales.

Those who don't meet these criteria are, as in previous years, at the mercy of their supplier as to which other people they include or not - and it could change every year, as was possible in previous years.0
