Electric Space Parking Fine

Hi, i have a fully electric car and parked in a designated bay in a shopping center.
The charger was broken and would not charge my car, the only signage stipulated that out of courtesy, no car should park for longer than 2 hours, which i wasn't.
A few weeks later i received a parking fine with the cause being 'Parking in a bay and not charging the car'
This is actually correct, but...
Nowhere was this displayed and the charger was faulty (i have pics of the emergency button hanging out and a blank screen)
I appealed to them (Premier Park) and lost. Now they have said i can appeal to POPLA but the official Ombudsman as they have decided not to participate in their process.
Any advise would be gratefully accepted

Just crack on with POPLA next month, as explained in the 3rd post of the NEWBIES thread - BUT ONLY once you have exhausted PLAN A.
