Presumably, one space per flat plus 2 visitor spaces means there is only enough spaces for one car each.
If people park more than one car you may find you return and find no parking space available.0 -
In practice "visitor" spaces tend to be first come first served, rather than any attempt to restrict them to bona fide "visitors".0

My flat that I rent out has allocated parking. There is only one bay per flat, although there are two bedrooms. My tenants got a second car and parked it within the car park, but on a piece of land that had no bays marked, near the bin store. They very rapidly received a letter from the management company telling them that the second car was not parked in a formal bay and to remove it. They approached me to see if I could do anything about it, but of course I couldn't there is only one bay goes with the flat. Luckily they were able to park it on the road at the front of the flat as there are no parking restrictions there.
I don't think there is anything the OP can do, if there is only one allocated bay per flat.I used to be seven-day-weekend0 -
So currently you have 36 flats and no problem with everyone being able to park including visitors. The parking may not have been allocated as the developer intended building the additional block of flats and was intending allocating the spaces at that time.0 -
Does your landlord live in the same block but another flat?
As it stands you have 2 cars (nothing in your tenancy specifying parking)
Landlord has 2 cars but will have something in his lease about a parking bay if it exists.
If the Landlord is stating they intend to continue parking 2 vehicles in this carpark don't be surprised if he parks in the space allocated to his flat. He would have every right to and you couldn't argue your tenancy prevents that.

You are not going to get anything changed by contacting everyone and their mother I am afraid. It is going to happen and you will find the 2 visitors spots will never be available. So either move somewhere with more parking, find somewhere nearish to park the second car (a nice mile walk is not as bad as it seems) or offer to rent an allocated spot off someone without a car if one exists.
There is no way the developers re going to change their plans because it inconveniences you.0
