Does the £400 energy support payment go to those in supported living accomedation?

Hello everyone, 

I was having a conversation with a friend the other day and they weren't sure (and neither was I) how the £400 energy support payment would apply to those in a home providing supported living.

The home his relative is in is around 11 studio flats and each resident pays a single monthly fee. This fee includes their heating, electricity, food, etc. This is what makes me think they probably won't be entitled as I remember the wording was that the grant was accessible to 'domestic energy customers'.

I was wondering whether anyone can confirm this and let me know whether there are any alternatives?
