I have a parking charge from ParkingEye Limited on 02/09/2019 during early hours of the morning for not paying to park I believe. Because it was a while ago I can't remember what happened on the day. I do recall contacting the owners of the car park which was morrisons via email and I did not get a reply. I subsequently sold the car back in Aug 2020, and I had not made an initial appeal as I was waiting to see what would happen next and forgotten about the matter. I have started to receive Debt collection letters from Direct Collection Bailiffs Ltd (dcbl) and as I am trying to make my first appeal, I am not sure if this the right course of action and also how I identify myself as I am no longer the registered keeper. What should I do since this parking charge is quite old?

Those links don't work but you can't appeal now.
Ignore DCB Ltd in a case where ParkingEye have not taken it to court. Nothing will happen. If PEye were going to file a claim they do it themselves.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
