Feeling Cold and Medication.
Options
For years my wife was always saying she was feeling cold and either wanted the heating on or the temperature increased even though the temperature was 20 deg C and above and I was always telling her it wasn't cold enough to turn the heating on or increase the temperature.
UNTIL I recently started taking bisoprolol.
My wife has been taking it for 5 years.
Now I believe her, because I am sitting here at my computer in a room where the thermometer is reading 21.3 deg C and I am feeling cold.
I have put a blanket around my legs instead of increasing the thermostat and my blood pressure has decreased from a high of 220 over 122 to 120 over 64.
So it isn't always easy to turn down the thermostat.

I would highly recommend a heated throw and if you like it a heated mattress protector (can come with dual controls).
they are very good when people have different needs/wants and are very cheap to run.
also consider thermostatic radiator valves if you have spare rooms0 -
Very true, but in those situations (as you have found) it might be more effective to heat the person feeling cold rather than the air in the whole house.
Heated blankets, heating only the room you are in (TRVs etc). wearing appropriate clothes etc...1 -
I'm sure your wife would appreciate some groveling now that you finally believe that she was coldA good tip is leg warmers, keep the neck warm with something like a Buff. And, you could check out a Haramaki, which is a warming piece of fabric that wraps around the body and keeps the kidneys/ core warm which really helps. I've just ordered some thermal base layers as I think I suffer from the drafts that get under my clothes.2

I had a Haramaki 650 when i was 18.1

Have come home after work and temp is 19 degrees in main room. Sunny day.
But 2 hours later feel cold sat down.
Have become a bit concentrated on thermometers and air temperature myself.
The science sort of says it is the heat leaving your own body to the surfaces arround you.
So air temperature is only one part of it.
Some good ideas on blankets and fleeces above.
I'd go for one well heated room to get the walls and furniture warm and let out the stuffy air.
