Multiple PCN's due to not registering with a new permit system

I have a parking space that comes with my rental agreement. In December the system changed and residents were required to register with the new system. I failed to do this, quite possibly through my own poor administration although I do not recall seeing the notification. I have now received fines totalling over £700. I appealed to POPLA which was unsuccessful. I have asked if the company (BaySentry) would compromise on a settlement and they have said they cannot help. The fines are due to be paid tomorrow. Any advice from anyone?

    See if Bay Sentry issue a court claim then defend it. An adverse POPLA decision is not binding on you, only a Judge can order you to make payment to BS (what initials!) after he/she hears all the details. 

    How long have you lived at the property?  When did BS start operating there?

    What exactly does your rental agreement say about parking?  Often what it doesn't say is important. Check it out and tell us.

    These are not fines and you aren't paying them tomorrow, or at all.  No phoning them.  No paying. No offering money.

    You didn't 'fail' to do anything; they changed the goalposts unfairly which would obviously catch out plenty of residents over Christmas/New Year.  You might be forgiven for concluding the timing of the new system was deliberate.  Along with their failure to have any 'safety net' reminder/PCN cancellation system to stop this system change from causing detriment to residents who have a de facto right to park. Why didn't they? This was OBVIOUSLY going to catch out busy or distracted families in December who were entitled to rely upon the old permits.

    If your major formal (written, not phone) complaints to the managing agents responsible for this farce don't get these charges cancelled, just let BaySentry start a court claim then defend it with our help. You will pay nothing. No risk, no CCJ.
