    If you haven't already, take readings of both gas and electricity asap and let the utility company know

    You say 'I just got an energy bill still on Octopus Flexible Octo2021 v1 plan.'

    To clarify, the previous tenant must have given Octopus a final reading and you have received a letter addressed to the new occupant?
    Both the Gas Act and the Electricity Act say the supplier can 'deem' the occupier to be their consumer. That means you don't have to do anything, legally you are the consumer and are liable for the usage at your address.
    They will pester you to sign up and you might as well do so. You will be on the same tariff and you will have the opportunity to check and confirm readings, etc.
    Octopus say that their flexible plan is £50 cheaper than the cap. When you have registered with them you would be able to move to a different supplier if you wish. Until you register you are just the 'deemed' consumer and can't do anything except pay what they ask for.
