Neither, potentially.
Failure to pre-treat with an appropriate solvent for the particular substance causing the stain combined with failure to select an effective wash cycle.
For grease you need soap (any kind of soap will do) and a 40 degree wash cycle. Seems to have been rebranded and increased in price since I last bought some from the children's aisle (some years ago!). Perhaps people have realised that it is virtually identical to the then more expensive Vanish.

Spot treat grease stains with washing up liquid, in fact I spot treat all stains that I see with washing up liquid, I use Method washing detergent and wash at at least 40 degrees. I never have any stains left.

The problem with using low temperatures to wash, is that not all detergents are up to the job. BS EN 1276 is the standard for 40C and will even remove MRSA and e.coli from clothes. BS EN 14476 will even deal with Covid.
Biological detergents will be more effective on stains. Have a look at non chlorine bleaches eg Ace. On a sunny day sunlight will bleach whites.on a line outside.
I would suggest pre-treatment + 40C with a decent laundry powder/detergent, then forgetting the tumble dryer and using airers indoors or outside to save money.

Hello there
On greasy stains I have found a little shampoo massaged into stains before putting the fabric into the wash works quite well. I keep a bottle of cheap shampoo for greasy hair for exactly this reason. It is the apple scented one from L1dls.1 -
I just wash it again and this works for me Its mainly grease stains that are stubborn21k savings no debt1

I discovered Dr. Beckmann Carpet Stain Remover (best prices at The Range and B&M) when i'd exhausted all roads for stains on the carpet ..... i tried it on some clothes and it works a treat.
I use a small amount of this, not the volumes suggested on the container.
Might be worth a punt ?1
