Changing Gas & Electric Meters and are utilities already paid for?

Searching around in desperation because of the increases I came across some posts claiming our utilities are already paid for in our taxes and if we change the meters and own them ourselves there's no need to pay a suppiler. I'm alternating between ridiculous/possible and as its propogated by Freemen of the land, I  wanted to hear other opinions on this.
There is nothing either good or bad but thinking makes it so.

    You can fit your own meters (which is legal) but it will not reduce your energy costs. 

    Energy is not paid for through taxation. If that was the case, then why is the Government bailing out our energy bills at a borrowing cost of c.£150Bn?
  • Don't alternate, just stick with "nonsense".
